One shouldn't confuse 2 separate concepts:
The expansion rate Ht which:
- was high in the early universe { high z } & is low today { z = 0 }
- has changed over time; namely was decelerating in the past { high z } but is accelerating today { H0 }.
It’s like a car which was slowing down in the past but is currently speeding up!
